The current Gahara Gotei 13 was founded by the former Captain-Commander, Xiaoyu Demizu. She lost her leg in the Great Shinigami War 300 years before the present time and retired from her position. The newly formed people's council as well as the Shinigami met and discussed who would succeed her as the Captain-Commander of the Gotei 13. In the end, they selected Hirato Murano, who had been the long-time Captain of the 9th Division.
The transition of power was relatively seamless yet the new Captain-Commander had an enormous task ahead of him. He had to rebuild a Soul Society ripped apart by civil war. Thankfully, the people's council and the other Captains supported him in this task and the rebuilding process began. Slowly but surely, the divisions that had caused the conflict were healed. Hirato himself aided in this by personally promising that anyone on the losing side of the civil war would be welcomed back into the fold as long as they swore not to cause further upheaval.
The physical reconstruction of the Soul Society required considerable effort, resources, and careful planning. Hirato and the people's council oversaw this reconstruction and it affected the Captain-Commander personally, as his own manor was burnt down during the Great Shinigami War. The Senkaimon were rebuilt as quickly as possible and the Gotei 13 reestablished their ties with the world of the living and the Quincy.
The majority of the remaining Quincy had reorganized themselves into the Order of the Holy Cross. The Gotei 13 has worked hard and established an uneasy alliance with them, though many Shinigami bristle at this policy. The 13th Division now regularly patrols the world of the living and cooperates with the Order when possible.
However, the Gotei 13 and the Arrancar are not on such friendly terms. While the Arrancar fight for control in Hueco Mundo, the Gotei 13 regularly dispatch any hostile Arrancar in the world of the living. The view of Arrancar as nothing more than highly advanced Hollows has not changed for many Shinigami. However, there has been little contact between the Captain-Commander and the various Arrancar leaders. The two factions are not friendly, but not quite at war....yet.
